**** Reminders for FY25 solicitations **** 3/29/2024

Reminder-

Only Agency Power Users are able to create a response for a solicitation by clicking the Apply button, located at the bottom of the solicitation screen. Agency Power Users must delegate permission to other agency contacts to complete the response (RFP's, NC-RFP's, and continuations). Please refer to the Desk Manual for more information about delegating permissions to other contacts. A response is the agency’s proposal (or application) to a solicitation. The Response Permissions section is used to specify a contact’s permissions for specific solicitations. Read permission allows the contact to view the response. Write permission allows the contact to enter data in the response. Submit permission allows the contact to electronically sign and submit a completed response.

The Agency Power User manages their agency users’ registrations and invites other users to access GEMS. Agency Power Users are responsible for keeping agency information current. Please make sure to update the Head of Agency contact so important emails can be received by your agency. Make sure Service Facility information is completed as it gets pulled into sections of your applications.

You have reached a site maintained by the State of Alaska's Department of Health (DOH) and the Department of Family and Community Services (DFCS). GEMS is the Grants Electronic Management System for both departments' operating and capital grants. In GEMS, users will be able to view solicitations, apply for DOH and DFCS grants, manage agency information, and manage grant awards issued by both departments.

All members of the public can view posted Request for Proposals (RFP) or Request for Interest (RFI) by clicking on the Solicitations tab located in the upper left corner under the State of Alaska seal. To fully utilize the site, you must have a GEMS account and a myAlaska account to authenticate your identity.

Federal Requirements

For all grant programs funded with Federal dollars, the State is required under 2 CFR 200 to confirm applicants and grantees are registered with SAM.gov and are not suspended or debarred from receiving Federal funding.  Our office is able to confirm your agency information on SAM.gov via your agency name or Unique Entity Identifier (UEI). Grant awards may not be executed, and funds may not be advanced until the State can confirm your agency meets this Federal requirement. Once your agency is registered with SAM.gov, the Agency Power User must list the UEI under the Agency Administration tab in GEMS. More detailed information is provided in the solicitation.

Current/Recent Grantees

If an agency has an active grant or has had a grant with DHSS in recent years, registration may not be necessary. Please contact your Agency Power User or your Grants Administrator to confirm if your agency and contact information already exists in GEMS. Creating duplicate agencies or contacts may cause errors.

If your agency is new to GEMS, your registration must be approved before you can submit an application.  Agency Power Users must log in to assign permissions and invite other agency users into GEMS. Once permissions have been assigned, users must login using their myAlaska account to authenticate their identity.

Additional information for federally funded DHSS, DOH and DFCS grants:  The U.S. Office of Management and Budget (OMB) consolidated eight of its existing circulars into one document.  This document, titled 2 CFR Part 200 Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards, commonly referred to as the Uniform Guidance.  The Uniform Guidance was published in the Federal Register on December 26, 2013 and was effective December 26, 2014 for all federal award and pass-through federal awards (sub-awards to DHSS grantees). All procurements are based on procurement standards established in applicable OMB Circulars, state regulations, and statutes. Additional information on the Uniform Guidance and how it affects your federally funded DHSS/DOH/DFCS sub-award can be found at State of Alaska-Division of Finance and additional FAQs can be found at  COFAR-FAQ's.  The Uniform Guidance is a substantial document and is available in electronic format online at the e-CFR website here, 2 CFR Part 200.

Potential Grant Applicants

If an agency is interested in applying to a solicitation but does not have current or recent grants with DHSS, DOH, or DFCS, the agency must register to create a new account in order to fully utilize the site. A myAlaska account is required to authenticate your identity. Please click Register to get started.
