Correcting the Grant Award Period to be within fiscal year 2025. Originally the grant award period shown on the request for information was for the fiscal year of 2026 (7/1/25-6/30/26). The actual start of this program will be within the fiscal year 2025 and the duration will be four fiscal years (FY2025-FY2028).

Section 1 - Request for Information

1.01Notice

This Request for Information (RFI) will evaluate the level of interest in providing grant program services. If responses from eligible applicants do not exceed the available program resources, the division may issue a Non-Competitive Request for Proposals to eligible respondent(s). If responses exceed the available program resources, a competitive Request for Proposals may be issued. This RFI may be withdrawn and any further solicitation for services cancelled at the discretion of the Division of Department of Family and Community Services.

Section 2 - Grant Program Information

2.01Introduction and Program Description

The Department of Family and Community Services, Department of Family and Community Services, is requesting information from eligible applicants who are interested in providing Crisis Services Institutional Readiness services for the State of Alaska.

Program Services: The grants enable community-based organizations to become a facility-based crisis service center certified to provide services in the least restrictive environment. Services can be provided 24-hours a day, seven days a week, 365 days a year to all individuals (adults and children) presenting a mental health crisis. Because no two organizations are exactly alike and needs will differ, the grant is flexible to the kinds of costs be covered and includes (but not limited to):  staff training 23-hour recliners crisis triage beds (non-ligature) safety improvements to facilities  medication safes construction of walls to ensure individuals under 18-years of age are not housed with adults  staff time to coordinate any needed subcontracts (e.g., with a commercial kitchen for patient meals; with telehealth medical providers should on-site staff not be able to provide for more complex medical or psychiatric needs)  non-ligature furniture and clothing Narcan in preparedness for possible overdose  

Program Requirements: Interest would be assessed through a Request for Information which would explain the situation of how crisis services are needed in the service area and ask nonprofit agencies interested in standing-up crisis stabilization services to send:   

  1. Statement of the Problem/Description of the Issue in the Geographic area they would serve with these services;
  2. Project Design and Implementation   goals, objectives, timelines, milestones, and deliverables;
  3. Capabilities and Competencies administrative and technical capacity needed to successfully accomplish the goals and objectives;
  4. Plan for collecting required data reporting requirements and the plan for collecting the required data; 
  5. Budget reasonable, allocable, and necessary for project activities.

Duration of Grant Program: 7/1/2024 through 6/30/2028

Target Population: The target population for the solicited services are eligible applicants interested in standing up new crisis services.

Service Areas and Communities: The service areas and communities requested for the services solicited are geographical areas in Alaska looking to add new crisis services.

2.02Program Funding

Anticipated Total Funding Available: 4-year duration (FY25-FY28) with a total of: $9,600,000

  • 2025: $2,100,000 GF/MH
  • 2026: $2,100,000 GF/MH
  • 2027: $2,100,000 GF/MH
  • 2028: $3,300,000 GF/MH

Methodology for Allocation of Funds:

Resources will be allocated based on the facility type and size the facility intends to stand up. 

Section 3 - Submission Requirements/ Criteria for Response

3.01Eligibility

Applicants must be eligible to apply under 7 AAC 78.030 (Eligible Applicants).  Eligible applicants include nonprofit organizations; municipalities, Regional Educational Attendance Areas, and other political subdivisions of the state; other State agencies; and Alaska Native entities.

Applicants that fail to meet the minimum responsiveness requirements below will be eliminated from consideration per 7 AAC 78.090(b)(2).

b.

The agency’s current 501(c)3 status is confirmed on the Exempt Organization’s page, accessible at https://apps.irs.gov/app/eos/.

c. If a non-profit subsidiary of a non-profit corporation, a verifying letter from the parent non-profit agency is uploaded to the applicant's agency GEMS record (under General in the Agency Administration tab). The parent corporation must meet criteria a and/or b.
3. If applying as a Federally recognized tribal entity, confirm the following criteria are met.

The applicant is a recognized Alaska Native entity as verified by the Federal Register at https://www.federalregister.gov/documents/2017/01/17/2017-00912/indian-entities-recognized-and-eligible-to-receive-services-from-the-united-states-bureau-of-indian.
