2.01Introduction and Program Description
The Department of Health, Behavioral Health, is requesting information from eligible applicants who are interested in providing Technology, Telehealth and Infrastructure Support for Behavioral Health services for the State of Alaska.
Program Services: The Alaska Department of Health, Division of Behavioral Health (DBH), is seeking proposals to strengthen the state’s behavioral health system by funding one-time investments in technology, telehealth, and infrastructure that enhance service delivery and long-term sustainability. These awards will support providers in modernizing operations through electronic health record upgrades, improved health information exchange, and expanded telehealth capacity, addressing Alaska’s unique geographic and infrastructure challenges where most communities lack road access to hospitals and many face limited broadband connectivity. By improving technological systems and expanding access to telehealth—including videoconferencing, audio-only, and text/chat services—DBH aims to reduce barriers to care, shorten wait times, increase care coordination, improve patient and provider satisfaction, reduce costly travel, and expand family and in-home support. Through these strategic investments, DBH seeks to build a more equitable, efficient, and culturally responsive behavioral health system for all Alaskans.
Program Requirements: The Alaska Division of Behavioral Health is exploring a funding opportunity to strengthen the state’s behavioral health system by supporting projects that advance one or more of the following goals:

Technology Acquisition – Purchasing tele-health equipment, broadband access, and mobile technology kits to expand service reach and improve equity.

Information Technology Infrastructure – Upgrades that enable secure and secure communications and expand access to services in rural and under-served communities.

Facility and Equipment Enhancements – Minimal facility improvements, safety upgrades, and treatment equipment purchases necessary to deliver high-quality care to priority populations.
Interested providers should note that projects would be expected to:

Comply with federal technology requirements under 45 CFR Part 170, Subpart B.

Identify which focus area and objectives the project supports under Strengthening the System: Alaska’s Comprehensive Integrated Mental Health Program.

Complete all project activities, including procurement and implementation of equipment or systems, within a one-year funding period.

Provide quarterly reporting using a results-based accountability framework.
Duration of Grant Program: 7/1/2026 through 6/30/2027
Target Population:

Priority Populations: Youth and families, uninsured or Medicaid-ineligible individuals, pregnant women and women with dependent children, persons who inject drugs, individuals with substance use disorders, and adults with serious mental illness (SMI).
Service Areas and Communities: The service areas and communities requested for the services solicited are state wide.
2.02Program Funding
Anticipated Total Funding Available: $1,350,000.00 for FY27 in General Funds and Substance Abuse Mental Health Services Administration Substance Use Prevention Treatment and Recovery Services Block Grant funding.
Methodology for Allocation of Funds:
A total of $1,350,000 is anticipated to be available, with awards allocated by region and limited to a maximum of two awards per region. To support the broadest possible impact, individual award amounts will not exceed $75,000. This methodology is intended to balance statewide reach with targeted regional investment, ensuring that resources are distributed fairly while addressing local needs.
