2.01Introduction and Program Description
The Department of Health and Social Services (DHSS or Department), Behavioral Health, is requesting information from eligible applicants who are interested in providing Residential Withdrawal Management services for the State of Alaska.
Program Services: Program Services: DBH will fund new or expansion of existing ASAM Criteria 3 (American Society of Addiction Medicine, Third Edition) Level 3.7: Medically Monitored Inpatient Withdrawal Management or Level 3.2; Clinically Managed Residential Withdrawal Management programs.
Level 3.7 is Medically Monitored Inpatient Withdrawal Management which entails services delivered by medical and nursing professionals under a defined set of physician-monitored procedures or clinical protocols.
Level 3.2 is Clinically Managed Residential Withdrawal Management which is sometimes referred to as “social detox” and may be delivered by appropriately trained staff who provide 24-hour supervision, observation, and support for individuals who are intoxicated or experiencing withdrawal. Although this level is characterized by its emphasis on peer and social support, medical evaluation and consultation must be available 24 hours a day as needed.
Program Requirements: Responses can be for one of the two levels of withdrawal management (WM) services and must align with the standards contained in ASAM Criteria 3 Level 3.7-WM or Level 3.2-WM.
Duration of Grant Program: 3/1/2022 through 6/30/2022 of Fiscal Year 22 with the possibility of a full year continuation in FY23 (7/1/22 through 6/30/23).
Target Population: The target population for these services is individuals with substance use disorders and/or co-occurring substance use and mental health disorders.
Service Areas and Communities: The service areas and communities requested for the services solicited are state wide.
2.02Program Funding
Anticipated Total Funding Available: Federal funding for this program consists of $600,000 to fund up to two awards during the remaining four months of FY22. If a continuation grant is offered in FY23, funding is anticipated to be $1,000,000 for up to two successful applicants.
Methodology for Allocation of Funds: Resources will be allocated to fund up to two agencies.
