This is a separate solicitation specific to this funding opportunity and not related to any other current grant program. This funding opportunity is to establish agencies to provide 3.2 or 3.7, whether as a new provider of the services or to expand current 3.2 or 3.7 services.

  • Question 2: Is the service area statewide or specific to a region/locale?
  • Answer 2: Ideally, an agency would accept referrals statewide, although the majority of referrals would likely be within or near to their community/area.

Question 1: Is expansion defined to increase treatment beds through remodel of existing space? 

Answer 1:  Please refer to section 2.01 of the solicitation, funding is to provide either 3.2 or 3.7 ASAM services to individuals. Operating grants cannot be used to fund renovation or construction of facilities through this grant solicitation type.

Question 2: Given the short timelines for expansion and the current costs and demands for construction materials will contracts for remodel be approved if not able to be completed?

Section 1 - Request for Information

1.01Notice

This Request for Information (RFI) will evaluate the level of interest in providing grant program services. If responses from eligible applicants do not exceed the available program resources, the division may issue a Non-Competitive Request for Proposals to eligible respondent(s). If responses exceed the available program resources, a competitive Request for Proposals may be issued. This RFI may be withdrawn and any further solicitation for services cancelled at the discretion of the Division of Behavioral Health.

Section 2 - Grant Program Information

2.01Introduction and Program Description

The Department of Health and Social Services (DHSS or Department), Behavioral Health, is requesting information from eligible applicants who are interested in providing Residential Withdrawal Management services for the State of Alaska.

Program Services: Program Services: DBH will fund new or expansion of existing ASAM Criteria 3 (American Society of Addiction Medicine, Third Edition) Level 3.7:  Medically Monitored Inpatient Withdrawal Management or Level 3.2;  Clinically Managed Residential Withdrawal Management programs.

Level 3.7 is Medically Monitored Inpatient Withdrawal Management which entails services delivered by medical and nursing professionals under a defined set of physician-monitored procedures or clinical protocols.  

Level 3.2 is Clinically Managed Residential Withdrawal Management which is sometimes referred to as “social detox” and may be delivered by appropriately trained staff who provide 24-hour supervision, observation, and support for individuals who are intoxicated or experiencing withdrawal. Although this level is characterized by its emphasis on peer and social support, medical evaluation and consultation must be available 24 hours a day as needed.

Program Requirements: Responses can be for one of the two levels of withdrawal management (WM) services and must align with the standards contained in ASAM Criteria 3 Level 3.7-WM or Level 3.2-WM. 

Duration of Grant Program: 3/1/2022 through 6/30/2022 of Fiscal Year 22 with the possibility of a full year continuation in FY23 (7/1/22 through 6/30/23). 

Target Population: The target population for these services is individuals with substance use disorders and/or co-occurring substance use and mental health disorders.

Service Areas and Communities: The service areas and communities requested for the services solicited are state wide.

2.02Program Funding

Anticipated Total Funding Available: Federal funding for this program consists of $600,000 to fund up to two awards during the remaining four months of FY22. If a continuation grant is offered in FY23, funding is anticipated to be $1,000,000 for up to two successful applicants. 

Methodology for Allocation of Funds: Resources will be allocated to fund up to two agencies.

Section 3 - Submission Requirements/ Criteria for Response

3.01Eligibility

Applicants must be eligible to apply under 7 AAC 78.030 (Eligible Applicants).  Eligible applicants include nonprofit organizations; municipalities, Regional Educational Attendance Areas, and other political subdivisions of the state; other State agencies; and Alaska Native entities.

Applicants that fail to meet the minimum responsiveness requirements below will be eliminated from consideration per 7 AAC 78.090(b)(2).

Responses will not be accepted after 4:00pm prevailing local time on the due date identified on the cover page.

3. If applying as a Federally recognized tribal entity, confirm the following criteria are met.
